Balanced really poorly, you either steamroll everyone or get absolutely blasted. alot of it seems as if paradox felt like they needed to change something to make it more unique compered to normal tribal, without a thought of whether it was necessary or even good. It has made on of my favorite places to play (Kyiv) absolute torture because of the khazars. Not a bad DLC if (and i mean IF) you play in the steppe as a

Nomads are overpowered literally I had to destroy their empires via cheats like once every 20 years to rebalance the game otherwise it is literally unplayable
